While the majority of overtures sent to the General Assembly await the meeting of the Assembly for the review and recommendation of the Overtures Committee (OC), some overtures are referred to the permanent committees or agency boards because they relate to their work.

The overtures cite BCO 15-1 and 14-1.7 as demonstrating that these committees do not exercise the governing authority that is exclusive to ordained elders.

The overtures, though similar, differ slightly in their details.

Members of the committee will present their findings, conclusions, and recommendations at General Assembly. Their presentation will be Thursday morning, June 14, at 8 a.m. 

While Leino doesn’t want the overture to be interpreted as opposition to the appointment of the Women in Ministry Study Committee, he is concerned about “the manner” in which it was formed. In Leino’s view, it “did not reflect the strength of our form of government.”

In 2014 the Cooperative Ministries Committee (CMC) identified five key issues facing the PCA and established subcommittees to study them and report to the full committee. One subcommittees was assigned to study the issue of women in ministry. In January, that subcommittee, brought an updated report.
