Constitutional Overtures to OC

Potomac, Westminster, and Great Lakes presbyteries submitted similar overtures (3, 6, and 27), all recommending that overtures dealing with Constitutional amendments be referred to the Overtures Committee (OC) before being taken up by the General Assembly (GA).

Currently, the stated clerk assigns overtures to relevant committees of commissioners. The proposed change directs the clerk to refer overtures with Constitutional repercussions to the OC.

The OC answered Overture 3 in the affirmative—and subsequently 6 and 27 in reference to 3—on the grounds that the OC was, in fact, formed as the appropriate forum for full deliberation on proposed amendments to the Constitution.

The recommendation now goes to the General Assembly.
