The 52nd General Assembly approved 13 proposed changes to the PCA Book of Church Order. Those proposed changes go back to the presbyteries, where they must be approved by at least 58 of the PCA’s 87 presbyteries (two-thirds). To date, just over one-third of presbyteries (33) have reported their votes to the Stated Clerk’s office, though not every reporting presbytery has voted on every amendment.
As of December 2025, here is how the votes stand:
Item 1 amends BCO 8-4, 20-1, 21-1, and 23-1 for the calling and dissolution of teaching elder relationships for needful works. The vote is 15 for and 15 against.
Item 2 amends BCO 12-3 so that a session may elect one of its members as moderator in judicial cases. The vote is 31 for and 1 against.
Item 3 amends BCO 15-5.c to clarify the handling of Standing Judicial Commission minority decisions by the General Assembly. The vote is 32 for and 0 against.
Item 4 amends BCO 18-2 to allow flexibility on applications to come under care. The vote is 31 for and 0 against.
Item 5 amends BCO 24-1 to require ruling elders and deacons to state confessional differences. The vote is 22 for and 8 against.
Item 6 amends BCO 24-1 to clarify a session’s role in examining officer nominees. The vote is 30 for and 0 against.
Item 7 amends BCO 31-10 to require a vote of the entire court to suspend an officer’s official functions during process, The vote is 26 for and 5 against.
Item 8 amends BCO 35-9 to require recording all parts of a trial. The vote is 30 for and 1 against.
Item 9 amends BCO 36-4 to add language for the administration of definite suspension from office. The vote is 30 for and 0 against.
Item 10 amends BCO 36-5 to conform the language to BCO 37-3 regarding suspension from office. The vote is 31 for and 0 against.
Item 11 amends BCO 36-8 and 42-2 to provide for elevation of a censure without an entirely new trial. The vote is 28 for and 2 against.
Item 12 amends BCO 41-3 to allow supplemental judges for a Session trial. The vote is 28 for and 2 against.
Item 13 amends BCO 57-2 regarding the examination of young persons for admission to the sealing ordinances. The vote is 11 for and 20 against.
Any BCO amendment that receives approval from two-thirds of presbyteries will come before the 52nd General Assembly for final ratification. The stated clerk’s office keeps track of certified and submitted votes on its Amendment Tracking Dashboard.
