On June 8, the Overtures Committee voted 78-13-2 to recommend that Overture 1 be answered in the negative. The proposed recommendation called for portions of BCO 15-1 and 15- 3 to be modified to allow an individual presbytery the additional option of appointing a judicial commission whose decision would be final.

The overture was answered without prejudice and sent back to Pacific Northwest Presbytery for further consideration.
