Committee of Commissioners on Administration Amends, Approves 2010 Strategic Plan: Plan Goes to GA Thursday

Wednesday afternoon the Committee of Commissioners on Administration moved to commend the informational portions of the 2010 PCA Strategic Plan to the 38th General Assembly for “study and reflection.” The vote, taken after eight hours of debate, was 21-11. The Committee approved the Plan seriatim (in a series). Each vote followed a similar pattern. 

• The Committee first recommended that the Assembly approve the three themes and goals specified in the 2010 PCA Strategic Plan as revised, and as recommended by the Administrative [permanent] Committee. The vote was 21-11. 

• By the same margin, the Committee of Commissioners recommended that the Assembly approve the Plan’s specific ‘means,’ as revised, and as recommended to the Assembly by the Administrative [permanent] Committee, considering each of the ‘means’ seriatim.

• The Committee recommended that the General Assembly authorize the responsible entities and people to implement the means necessary to accomplish the Plan’s goals. Those entities and people are to bring amendments to the Rules of Assembly Operation and the Book of Church Order when necessary. The vote was 19-12.

• And, by a margin of 29-3, the Committee of Commissioners voted “That a Funding plan model for the PCA Administrative Committee/Office of the Stated Clerk” be approved. In passing this portion of the Plan, the Committee instructed chairman Bill Lyle to draw the Assembly’s attention to the hardship clauses that are contained in the Strategic Plan proposal.

In an earlier action, the Committee of Commissioners for Administration answered Overture 24, “A Call for PCA Renewal,” in the affirmative, as amended by the Committee. The overture, originally submitted by Northwest Georgia Presbytery as a substitute for the Strategic Plan, was revised as a general call for renewal. The overture contains 17 specific points of renewal.

All actions will go to the General Assembly Thursday afternoon for further action. Revised documents will be posted on byfaithonline.com when finalized and approved for publication.
