OC Answers 9 in the Negative

By a vote of 68 – 4 The Overtures Committee answered Overture 9 in the negative.

The overture, submitted by Rocky Mountain Presbytery, proposed to amend the Rules of Assembly Operation 14-9e (RAO) so that 2/3 of all commissioners on the floor and voting, could suspend the rule. Currently, the rule requires a vote of 2/3 of commissioners, who are also a majority of enrolled commissioners.

RAO 14-9e deals with making subsidiary motions to postpone indefinitely, to amend, to commit, and to limit debate.

The Overtures Committee rejected the motion on the grounds that the RAO 20 requires a majority of total enrolled commissioners for such an action.

The recommendation now goes to the General Assembly.
